We worked to understand why few foster youth are unable to obtain drivers licenses during their high school years.. Our research found that there are significant obstacles. Foremost is liability insurance. While Florida Statutes address the issue of having case workers or foster providers sign for a teen to get a license, they do not provide for liability insurance. Most foster parents or homes are unwilling or unable to add a child to their policies and risk their personal car to a teen driver. Driver’s education classes are available in the Pinellas Schools but they generally fill up quickly. Scheduling and transportation issues seem to make these difficult to attend and having a license is a necessary requirement. Recent changes in ID and residency requirements for a drivers license make it difficult for foster teens that may not have their identification documents or proof of residency. For now it appears the easiest route to a driver’s license is for the teen to try at age 18.
